This course will discuss the importance of the team leader's role in tactical operations, training events and during administrative functions. The class will discuss topics related to tactics and strategies for tactical operations, civil liability considerations, use of force concerns, planning, equipment needs as well as national law enforcement trends surrounding tactical operations as a whole.  This has been a very well received course taught numerous times across the state by well respected national instructors and serves as an excellent introduction for all members of tactical teams and particularly that of senior members who may become a TL in the future.  It also is a solid refresher course for those already filling the role ensuring your team and actions are on par with national standards and trends.

Master Police Officer Stephen Mescan is a 25 year veteran of the City of Pittsburgh Bureau of Police and is currently assigned to the City of Pittsburgh Police SWAT Team’s Tactical Operations Section which is comprised of subject matter experts that assists City of Pittsburgh Bureau of Police Command Staff personnel with strategic initiatives, planning and the development of tactical resolve contingencies as it relates to all police operations. 
His day to day operations consist of administrative duties surrounding SWAT and leadership functions during tactical deployments.  Additionally, his responsibilities include the coordination with outside agencies, joint operations training and major incident planning for the Pittsburgh Bureau of Police. 
Steve is currently the Eastern Director and instructor for the National Tactical Officers Association who co-authored of the NTOA Team Leader Development Program.  He is formerly the Pennsylvania Tactical Officers Association President and has instructed for various State tactical associations and consulted as an expert to area SWAT Teams concerning SWAT operations.  He has developed strategic tactical plans for large scale events to include Stanley Cup celebrations, Superbowl celebrations and most notably in 2009 he was part of a subject matter expert team that developed the tactical strategic plan for the G-20 Summit held in Pittsburgh Pennsylvania.
